1. Introduction

In the U.S., teens drive less than older adults, but their crash rates are much higher. According to the National Household Travel Survey, the fatal crash rate for drivers aged 16-19 is almost three times higher than for drivers 20 and older, with the highest risk at ages 16-17.

To address this, most states introduced graduated licensing systems in the mid-1990s. These systems gradually increase driving privileges. Studies show that states with stronger laws see a big drop in fatal crashes and insurance claims among young drivers.

In 2022, 2,883 teens aged 13-19 died in car crashes, which is 67% fewer than in 1975 and 7% fewer than in 2021. About two-thirds of these deaths were males. Since 1975, the decrease in teenage crash deaths has been larger for males (70%) than females (60%).
